The other way you can adopt in California is through a local social services department called the California Department of Social Services (CDSS).
The CDSS helps the birth-parents decide whether adoption is for them, but they ae also good at helping people who want to adopt decide if it is good for them too.
If you go through a public agency alot of it is funded via tax dollars. Children in a public agency are usually there because they have been removed from their parent due to abuse or neglect.
If you go privately there may be more fees involved, as these agencies rely alot on donations and fees. Children at private agencies are usually voluntarily handed over by the birth-parent for various reasons.
An Open Adoption
In alot of adoptions now the birth-parent has a big say in who they are passing their new born over to. They can pick the family that they feel will be best for the newborn baby. But there are still birth-parents who don't wish to choose and therefore leave it to the agency to make a responsible decision for the child.
The agency will consider things such as the child's medical needs or their background when deciding.
In open adoption in California some birth parents (and even relatives) wish to maintain some form of contact with the child, whether it is through letters and photos, or through agreed visits made subject to court approval.
